How to Change Address in Civil ID

Required Items:

  • Copy of Civil ID
  • Copy of Passport
  • Photo of the PACI number plate (flat PACI number)
  • House Contract copy (with stamp)
  • Copy of Etimad Tawqee'a of the building owner (obtained from the haris)


  1. Preparation:

    • Gather all the required items.
    • Visit a typing center and fill out the forms for each family member (husband, wife, and child).
  2. Appointment:

    • Schedule an appointment via Meta: Meta Appointment Link
    • Print the appointment confirmation and keep it with you.
  3. Appointment Day:

    • Arrive at the scheduled time (e.g., Liberation Tower at 11pm).
    • Parking is available in the souk behind Liberation Tower; walk to the front and take the escalator to the second floor.
    • Security will check the documents and issue a token.
  4. At the Counter:

    • The staff will verify the details in the system.
    • Forms will be placed in PACI envelopes.
    • The address will be updated immediately in MobileID, and you may be asked to upload a new photo.
  5. Post-Appointment:

    • After approximately 3 hours, check the Civil ID status on the PACI website.
    • Pay KD 5 for the sponsor and KD 0.250 for each dependent (PACI envelope charge).
  6. Photo Upload (if required):

    • Go to the PACI website: Non-Kuwaiti Photo Update
    • Upload a scan of your Passport and a new photo that matches the Passport photo.
    • If you do not receive an SMS confirmation, it may be due to a corporate SIM. Use a personal SIM number instead.
    • It will take around 3 working days for your Civil ID to be ready for pickup.
